A Montrealer won’t be going free anytime soon after a judge finally declared him a “high-risk” person, even though he’s already been found not criminally responsible for needlessly beating a 10-year-old child.

“He will be in strict custody at the Phillip-Final Institution. At this point, indefinitely,” said M Annabelle Shepherd, for the Crown, after the hearing on Tanveer Singh.
Singh, 21, a Montrealer, assaulted a 10-year-old child for free in March 2022. He threw the girl to the ground before punching her in the face, according to a summary of facts read in court.
Little suffered a concussion, in addition to a broken nose and numerous bruises.
According to a psychiatric report, Singh wanted to pursue a former work manager that day, but was unsuccessful, so he followed her because he was bothered by the woman’s race and because she smiled at him as she passed him.
“He was tormented by voices that spoke to him and incited him to make violent gestures,” a psychiatric report noted.
Due to his mental disorder, Singh was found not criminally responsible. But in an effort to protect the public, Mee Shepherd of the Crown has asked for a label to be attached, which would make the release more complicated and limit her exit rights, as long as there is no risk to society.
The Crown finally won its case today before Judge Alexandre Dalmau, as the defense did not object to the request.
