Saint-Amand’s evaluation at the Philippe-Pennel Institute of Forensic Psychiatry aims to determine his criminal responsibility during the tragedy on February 8.
The 22-page psychiatric report was unsealed in late April so the Crown and defense could study it in detail and decide their future course of action in the case.
